No site requires a credit card to sign up. Well, none that I know of. If you want to sign up and get free money without a deposit, has a list of sites that offer free money (usually 5-40 dollars) without a deposit both for players internationally and in the US.

Try Your Poker Cash. I got a $50 stake at Full Tilt Poker through them. It takes a little while (a week to 10 days-ish) for the stake to be credited to your account but besides that there’s seriously no catch. I’ve run that $50 up crucial.
Victor Chandler is also good as someone mentioned.
Also, if you open an account at PokerStars and then don’t deposit and leave your account dormant for a while (about two weeks) they’ll try lure you back by giving you a little $5 stake. You have to earn 1 point within 10 days to keep it but then it’s yours.
